Instructions for "locationIDs" update:

Note: The baseline version of locationIDs does not 
need to be replaced until changes are made to it 
in mid-April, 2008.

1.  Place the OB83 NDM version of locationIDs 
in /awips/fxa/data on DX3 and DX4.

2.  On DX3, kill the processes AdvisoryDecoder 
and ConvSIGMETDecoder.  

They will restart automatically and pull in 
the information from the new locationIDs file.
