The strong northerly winds pushed wind chills to as low as 100 BELOW ZERO. Meanwhile, high temperatures in Minneapolis, MN only reached 17 below zero, setting an all-time record coldest high temperature for the month of December. && In 1997, snowfalls ranging from 15 to 30 inches immobilized Eastern and Central New Mexico. No doubt, many roads were closed. Among them was Interstate 40 between Albuquerque and Santa Rosa. Drifts closed some roads until January 14th.
