Francine to Bring Heavy Rain, Strong Winds and Storm Surge to the Gulf Coast; Tropical Depression 14W to Impact Guam

Tropical Storm Francine is forecast to strengthen into a hurricane before reaching the northwestern Gulf coast Wednesday. Life-threatening storm surge, strong winds and heavy rainfall is expected along the Upper Texas and Louisiana coastlines.
