The primary purpose of this dataset is to provide a common, conformant streams coverage for NWS products and processes, including IHABBS and usages as map backgrounds for river forecasts for a variety of National Weather Service applications. This shapefile is a subset of the rivers shapefile containing only major rivers.

NOHRSC Process: This file was originally compiled by the EPA beginning in 1978 and completed in 1982. RF1 was digitized by EPA from aeronautical charts prepared by NOAA. NOAA initially developed these charts from photographic copies of stable-base scribe coat masters of the USGS maps which have a scale of 1:250,000. NOAA retained all hydrography shown on the USGS 1:250,000 maps but updated these maps to include more streams and waterbodies. The updates were based on remote sensing imagery and emphasis was placed on providing more hydrographic features on those maps that were "under par" relative to adjacent maps. Additionally, NOAA updated these maps on a continuing basis so that they would be current with changes, such as the construction of new reservoirs. (from EPA Reach File version 3.0 manual). This particular file underwent additional clean-up at USGS, consisting primarily of: (1) coverting shorelines to centerlines (no shorelines were retained as such in this file); (2) adjustment (flipping) of some arcs to establish correct directionality; and (3) some added or improved arc connectivity. (Rich Alexander, USGS, personal communication to Don Anderson, 24 May 1995). (December 1997 - Rob Poston): Since receiving the coverage from USGS, extensive cleaning and editing has been done by NOHRSC in 1996 and 1997. The following types of discrepancies were discovered and edited: a. multiple streams from a single source (more than one segment with the same FROM node; this is not always an error) b. multiple streams with no outlet (more than one segment with the same TO node and no outbound segment) c. circular streams (segments with FROM and TO nodes connected in a loop) d. gaps between arcs which should connect (undershoots) e. streams with upward flow of more than 100 meters elevation between two nodes (segments digitized in wrong direction) Many of the edits made by NOHRSC personnel involved clipping a segment, moving a node, removing a segment, or unravelling a tangled segment. These changes necessarily rendered some of the coverage attributes invalid; like SEGL (segment length) and ARBSUM (arbolate sum). No attempt has been made by NOHRSC to recalculate those invalid attributes. This dataset, ihabbsrf, contains just a subset of the original RF1 attributes. In addition, many (hundreds of) river segments have been shifted, shortened, and otherwise adjusted to achieve a better fit to the NOHRSC 15 arc-second DEM dataset. The 15 arc-second DEM was derived by averaging 5x5 cells from the original USGS 3 arc-second DEM. Therefore, although this dataset originated from the EPA's RF1 dataset, it now bears very little resemblence to its original form. The primary purpose of this dataset is to provide a common, conformant streams coverage for NOHRSC products and processes, including IHABBS. The NWS dataset, is another version of the ihabsrf data. The differences are that the format is a line shapefile, those attributes identified by NOHRSC as invalid were deleted and the topology attributes were deleted. It is expected that this dataset will be simplified/modified or replaced.
