Excessive rainfall may produce considerable, potentially life-threatening, flooding across the lower Mississippi River Valley and central Great Lakes region through tonight. Tropical Storm Arthur will move northeastward along the Texas coast today and then move inland over southwestern Louisiana by tonight.
