The 3-Month Outlook for Winter
(December/January/February)...
The outlook calls for a 33 to 40 percent chance of above normal
temperatures along with equal chance of above, below and normal
rainfall.
Go to the Climate Prediction Center web page at
www.cpc.ncep.noaa.gov for more details and the latest outlooks.
ENSO (EL NINO SOUTHERN OSCILLATION)...
ENSO-neutral conditions are present.
Equatorial sea surface temperatures are near to above average across
much of the Pacific Ocean.
ENSO-neutral is favored during the Northern Hemisphere Winter 2019-
20 with a 70 percent chance of continuance. There is a 60 to 65
percent chance that ENSO-neutral conditions will continue through
Spring of 2020.
