Coastal Low to impact the Mid-Atlantic and Northeast; Historic Flooding Continues in the Midwest

A Coastal Low moving north along the East coast will produce heavy rain across the Mid-Atlantic; areas of snow, locally heavy in the Northeast; and strong, potentially, damaging winds.
