The first Cheyenne Weather Office was established by the U.S. Signal Service in 1870. Sergeant Asa Dobbins was in charge and operated the station with a barometer, self registering anemometer, wind vane, and wet and dry bulb thermometers. He recorded weather information from 1870 to 1878.

The first office was located on the second floor on 16th Street between Carey Avenue and Capital Avenue In 1883, the Weather Bureau of the United States began to utilize the office in Cheyenne. The Weather Bureau was established through and signed by Ulysses S. Grant to provide meteorological observations to military stations. The office moved eight times before moving to its current location on Airport Parkway.
