Severe Thunderstorms and Heavy Rainfall in the Southern Plains; Heat Continues in the West

Strong to severe thunderstorms may bring areas of excessive rainfall and flooding over parts of the southern Plains today through Friday. Hot to dangerously hot temperatures are forecast across portions of the Pacific Northwest and southern Great Basin today. The NWS Climate Prediction Center has issued the winter outlook (Dec-Feb) for 2018-19. The expected weak El Niño conditions will favor above normal temperatures across Wisconsin and near or below normal precipitation across the northeast half of the state. 

Even during a warmer-than-average winter, periods of cold temperatures and snowfall are still likely to occur.
