One of the images that comes from a weather satellite is referred to as a visible image. Visible images use reflected sunlight to detect the location of clouds. However, during the winter time, snow on the ground will also be reflected quite nicely. This allows lots of other features to stand out much better.
This particular image was taken by the high-resolution Terra satellite on January 12. The only clouds actually in Illinois at the time were in the extreme south, along the Ohio River. The extensive snow cover allows you to pick out things such as rivers, urban areas, and the ongoing Illinois River flooding. One of the main highways in Chicago, the Tri-State Tollway, is even visible!
