Overview

During the late evening of July 9th into the morning of July 10th, showers and thunderstorms blossomed across southeast Missouri and repeated over a relatively narrow corridor. The combination of the persistent thunderstorms and efficient rainfall rates resulted in a long swath of 6 to 10" of rain, with pockets of 12" observed. This extreme amount of rain within around 12 hours resulted in considerable to catastrophic flash flooding, particularly in portions of Iron and Reynolds Counties where a Flash Flood Emergency was issued. Numerous swift water rescues occurred across the affected area, the most notable being at Camp Taum Sauk where hundreds of campers and staff needed to be airlifted to safety. One fatality was confirmed in southern Crawford County.

Meteorology & Climatological Context

Image
An illustration of the meteorological setup behind the event.

From the late evening of July 9th through the morning of July 10th, a stationary front was draped through southeastern Missouri with westerly low-level winds continuously supplying moist and unstable air up and over the front. These two ingredients allowed thunderstorms to keep developing and subsequently move along the same area. These thunderstorms provided long-lived, heavy rainfall that resulted in significant flash flooding. This type of pattern is common among flash flood events.

For multiple hours in similar locations, rainfall rates were estimated to be as high as 2 to 3" per hour, contributing to the extreme, 8 to 12" rainfall totals. Exceedance probabilities for this amount of rain to fall within 24 hours identifies this event as a 1 in 1000 year rainfall event, with a less than 1% chance of occurring in any year.

Radar estimated hourly rainfall rates from 1 to 2 am on July 10. Annual exceedance probabilities of the 24 hour rainfall.
Radar estimated hourly rainfall rates from 1 to 2 am on July 10. Annual exceedance probabilities of the 24 hour rainfall.

River Hydrographs

The axis of heaviest rain fell across the Black River and Meramec River basins, causing moderate to historic river flooding. The most significant flood impacts were found near these rivers.

Black River near Annapolis Hydrograph Meramec River near Steelville Hydrograph Meramec River near Sullivan Hydrograph
The Black River near Annapolis crested at 28.73 ft in Major Flood Stage on July 10. This crest broke the all-time record by over a foot. Note that the river level rose over 20 ft in less than 12 hours. The Meramec River near Steelville crested at 19.25 ft in Minor Flood Stage on July 10. The Meramec River near Sullivan crested at 23.55 ft in Moderate Flood Stage on July 10.
