The Hart, Texas, COOP observer receives a 40-year Length of Service Award

On Wednesday, July 29th, 2026, Neoma Williams was presented with a 40-year Length of Service Award from the National Weather Service (NWS). The much-deserved award was presented to Neoma by Justin Weaver, the Meteorologist In Charge (MIC) of the Lubbock Weather Forecast Office (WFO). In addition to Neoma's many responsibilities over the years, she has always found time to report the weather from Hart daily for the past four decades.

Since Neoma began reporting the daily weather to the NWS in 1986, she made over 14,000 daily observations, measured nearly 700 inches of rain (about 17 inches per year on average) and over 200 inches of snow. Neoma has recorded temperatures as high as 110˚F (on June 28th, 1994 and again on June 27, 2011) and as cold as -11˚F (on December 25th, 2004 and again on February 16th, 2021).

Neoma continues to contribute to the betterment of the world she touches, with a particular focus on her local community. Her most recent investment in Hart is a beautiful mural that was just completed in the center of town. The mural was painted by Alfonso and Angel Garcia, who are based out of Tulia, Texas.
