The National Weather Service in Little Rock considers values below 0 degrees Fahrenheit (for a period of several hours) to be excessively cold...and will usually issue a Wind Chill Advisory. Under these conditions, people are advised to protect themselves from the cold...covering exposed skin with several layers of clothing.

Under these conditions, people engaged in outdoor activities are advised to drink plenty of cool non-alcoholic beverages...and should take frequent breaks in an air-conditioned environment.
