Below you can compare the wind information provided in the current Local Tropical Cyclone Watch/Warning (TCV) text product with the proposed version which uses the “What, Where, When” format found in most other NWS products and includes explicit probabilistic forecast information to account for the uncertainty in the forecast, giving the user a heads up on the potential “worst case scenario” for their area. ...TROPICAL STORM WARNING REMAINS IN EFFECT...

* WHAT...Winds from 39-57 MPH with higher gusts are likely, but there 
  is a 10% chance that winds will be greater than 74 MPH somewhere in 
  this area.

* WHERE...Windham County, Connecticut including the cities of:
          - Putnam 
          - Willimantic

* WHEN...Sunday morning until early Monday morning

* IMPACTS...There is the potential for extensive wind impacts including 
  damage to structures along with many trees snapped or uprooted. There 
  is also the potential for large-scale and long-duration power and 
  communications outages.

* ADDITIONAL DETAILS...See https://www.weather.gov/box/tropical for 
  information on other potentially dangerous weather conditions with this storm.

PRECAUTIONARY/PREPAREDNESS ACTIONS...
Efforts to protect life and property should be underway.  Remove or secure
loose items around the outside of your home.  Move to safe shelter before the wind becomes hazardous.  Take action now to prepare for power and communications outages. Ensure your devices are charged.

    - Putnam

* WIND
    - LATEST LOCAL FORECAST: Equivalent Tropical Storm force wind
        - Peak Wind Forecast: 30-40 mph with gusts to 50 mph
        - Window for Tropical Storm force winds: Sunday morning until 
          early Monday morning

    - THREAT TO LIFE AND PROPERTY THAT INCLUDES TYPICAL
      FORECAST UNCERTAINTY IN TRACK, SIZE AND INTENSITY: 
      Potential for 
wind 74 to 110 mph
        - The wind threat has remained nearly steady from the 
          previous assessment.
        - PLAN: Plan for life-threatening wind of equivalent CAT 1 or 
          2 hurricane force.
        - PREPARE: Remaining efforts to protect life and property
          should be urgently completed. Prepare for considerable wind
          damage.
        - ACT: Move to safe shelter before the wind becomes hazardous.

    - POTENTIAL IMPACTS: Extensive
        - Considerable roof damage to sturdy buildings, with some 
          having window, door, and garage door failures leading to 
          structural damage. Mobile homes severely damaged, with some 
          destroyed. Damage accentuated by airborne projectiles. 
          Locations may be uninhabitable for weeks. 

        - Many large trees snapped or uprooted along with fences and 
          roadway signs blown over.
        - Some roads impassable from large debris, and more within 
          urban or heavily wooded places. Several bridges, causeways, 
          and access routes impassable.
        - Large areas with power and communications outages.
