1996 8TH-9TH… A slow moving system brought heavy rains to the area. East of Lake Ontario, up to 4.5" of rain fell in 24 hours causing flooding along the Black River. Portions of three roads were washed out in W.Turin, Watson, and New Breman. Two to three inches of rain fell over the Finger Lakes region with flooding reported in Wolcott, Weedsport and Hannibal.
